Analysis of the Spatial Effect of Fiscal Decentralization and Environmental Decentralization on Carbon Emissions under the Pressure of Officials’ Promotion

Using panel data of 30 provinces and regions in Mainland China (excluding Tibet) from 2006 to 2016, the Spatial Durbin Model was employed for empirical research, spatial impact fiscal decentralization environmental on regional carbon emissions were analyzed perspective promotion pressure officials. The study concludes: ? Fiscal decentralization, both within region its neighborhood, will contribute region; ? Environmental help reduce emissions, while neighboring increase ? officials plays a positive role moderating at same time weakens suppression by decentralization; ? From point view, there is relationship between various regions; but has obvious heterogeneity. research suggests that reducing degree local investment major infrastructure projects involving high should be relatively centralized; appropriately management authority protection agencies, fully use advantages departments protect environment according conditions; gradually improve assessment system officials, moderately proportion revenue GDP areas with fragile ecological environment, incentives performance assessment, put development low-carbon economy into practice.
